Neither > should be happening. NM will only try to establish a connection, if there is a link (eth) or a wireless connection in range. If your eth0 is reporting a link even if it's not connected, it's again a driver issue. Please check what "cat /sys/class/net/eth0/carrier" says in such a case. Again, please attach the output of NetworkManager or at least tell us which drivers you use. Could you also please test a newer kernel. It should be safe to pull it from unstable alongside your testing kernel.
