One of the recent updates to procps apparently over-wrote the
/etc/sysctl.conf file (I believe without prompting).  For users with a
Macintosh system (with one mouse button), this file is a common place
to put directives to emulate the middle and right mouse buttons with
keyboard buttons.  The WindowMaker window manager uses the right mouse
button to invoke the top-level menu system; having the right mouse
button cease to exist renders this combination (Window Make plus Mac
hardware) unusable.

procps uses debhelper to assist building its packages, by default
it marks all packages in /etc as conffiles.
