Hmm, "other terms of Debian Policy". What about "smooth upgrades"?

Just moving to FHS would be "easy". Basically, it would be a matter of
changing /var/list to /var/lib/smartlist everywhere. The bad news are:

a) base-passwd has /var/list as the home directory for the user "list".
If this is changed to /var/lib/smartlist, existing lists in /var/list
will stop working, so this is going to be very tricky. As a result:

b) Moving to FHS locations will break upgrades *horribly*.

This bug was "severitty: wishlist" because, according to the definition,
wishlist is also ok "for any bugs that are very difficult to fix due
to major design considerations".

So until we find a way to solve these issues, there will not be a
FHS-compliant smartlist package.

If you want to be constructive, find someone who has a bright idea to
deal with the issues I've explained. While I agree that FHS compliance
is a sign of quality, I don't think our users deserve that this package
disappear if we can't fix this particular bug, so I'm downgrading to
non-RC. I'm upgrading it from wishlist, however, to acknowledge that
something should be done about it. i.e. try to fix it to have a more
clear idea of what will go wrong during an upgrade.
