Justification: renders package unusable

Version 0.7.76+20090411cvs-1 introduced a dependency on rtai-dev. However, 
rtai-dev is only available on i386 and powerpc. Thus, comedi-source is 
uninstallable on all other architectures.

Moreover, I don't see, why rtai-dev should be a dependency, as RTAI support is 
an optional feature of Comedi, so a Suggest: would seem a lot more appropriate 
to me.
