Justification: no longer builds from source

Please add a comma after 'intltool' (the last word on the first line) in
Build-Depends header of debian/control

p.s.  Maybe I've somewhat overvaluated severity, but 'pidgin' really
FTBFSed on me (for some strange reason I'm taking Build-Depends from
debian/control, but ../*.dsc, sorry).
