Hello, Thomas. Thanks for your interest in adopting yum. Your plan sounds good. Since the former co-maintainer explicitly suggested handing it over to some interested party, and the main maintainer recently retired from Debian, I think you can go forward immediately with this adoption.
Also, please note it would have sufficed to CC debian-qa. The debian-release list did not need to be in the loop for this.
