Looks like either I'm missing something between the lines of the Debian Policy or the Policy is insufficient regarding this particular matter: namely, which file _is_ configuration file and which one isn't. IMHO, the current Policy supports my opinion better, and lacks ground for Pierre's one. If we want to give more freedom to Debian package maintainer, the Policy should be modified here (and Pierre will be free to put anything he likes under /usr, call it "internal package file", stick "do not touch!" sign on it and then say "Full stop"). :) The whole issue is not technical, you know, I have absolutely no problem configuring/using/upgrading pdnsd, so it's just a matter of advocacy, definitions and arguments.
