1.81.6-3 depends on libdb4.2, but the latest libdb in Debian is libdb4.7.
The default libdb-dev depends on libdb4.6 currently.
I build a nvi for libdb4.6, and it works fine.
(I did not test it for libdb4.7.)
Please make nvi build-depends on newer DB.
I think "libdb-dev" is reasonable.

To this end revive 03db4.dpatch and make a few adjustments.

all the places the widechar support hasn't reached yet or
which have simply been overlooked.
