in this a serious violation of the policy, since "The Recommends field
should list packages that would be found together with this one", which in turn

If you don't want policykit-gnome, then don't install it.
But if want to manage system-connections, then you need policykit and
policykit-gnome to manage it (so imho the recommends is justified).
At best it's a wishlist bug against policykit to demote the recommends to
suggests but never a policy violation.
