in this a serious violation of the policy, since "The Recommends field 
should list packages that would be found together with this one", which in turn 
means recommends must not contain packages that are not found 
together. And Gnome is usually not found on KDE desktops.

If you don't want policykit-gnome, then don't install it.
But if want to manage system-connections, then you need policykit and
policykit-gnome to manage it (so imho the recommends is justified).

At best it's a wishlist bug against policykit to demote the recommends to
suggests but never a policy violation.
