This is really two bugs, which I've separated. The first part (No longer deactivates screen-saver) is presumably a bug in xdg-screensaver. I have cloned and reassigned it as #513705.
The second part (blocks DVB adapters) was also reported as #512839 and will be fixed by an update to testing. I'm merging with that bug. Ben.
