(Please downgrade if you feel that lack of sounds is not "significant functionality" for a suite like GCompris.) GCompris should explicitly depend on gstreamer0.10-plugins-good (in addition to -base), beacause this package provides the WAV support which is necessary to play the various sound effects for all activities. The problem is reproducible on a barebone (non-GNOME) workstation. I'd say that the backround music (that is playable when only gstreamer0.10-base is installed) is less important for the average kid (i.e. the average user of the package).
