But mondo works fine with and without the dvd+rw-tools package
installed; there is no need for two mondo packages. The only difference
is that without the dvd+rw-tools package installed it can't create DVDs.
As a side note, the nautilus-cd-burner package does exactly the same
thing as the mondo package: it depends on cdrecord but only recommends
dvd+rw-tools.

That would mean to forego the option to use a powerful and versatile
disaster recovery suite. Certainly we don't want that! ;-)
