This is probably a duplicate of bug 504389 http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=504389 To find out, go into shutdown, and then when it appears to be stuck, press Alt-F8
If that's the case, then you have bug 504389. Please let us know. I submitted a patch for 504389.
