You cannot reserve a name in /tmp across reboots, when all files there
are removed.  So every auctex update would need to generate a new log
file name, and that would make the log file useless because the
administrator wouldn't be able to find it.  So the log file needs to be
generated somewhere where unprivileged users cannot write, and the
obvious place is /var/log.
