Hmmm, /etc/init.d/watchdog restart should fail on your systems as well.
It doesn't print any errors, you only see the problem in syslog and when
you check your processes afterwards: you see both, wd_keepalive and
watchdog running - the watchdog binary continues running, but it doesn't
touch /dev/watchdog, though.

On upgrade it depends on whether you have installed invoke-rc.d
(sysv-rc), since only then postinst calls restart. Otherwise it calls
stop/start - which goes well, of course.
