In the case of chmlib-dev, the result is no Depends header altogether

and versioning chmlib-dev's dependency on chmlib per Policy 8.5, yielding

which seems to yield reasonable results on my system.  (Incidentally,

file so you don't have to specify the dependency explicitly, but
that's another matter and not so important.)
