Upgrading fails as the ldif file is not created as expected. To overcome this I 
restored the backup into /var/lib/ldap, then did slapcat > 
/var/backups/slapd-2.3.35-2/dc=localdomain.ldif, removed the 
/var/backup/dc=localdomain-2.3.35-2.ldapdb folder which was created during 
upgrade, and again ran apt-get -f install.
