I think you're asking for a change that: - will change establisehd behaviour for ages - needs to be coordinated between many packages, not only console-data and is therefore an overall design decision - does nto even concern only Debian I'm therefore tagging the bug accordingly, changing its severity and reassigning it to the right place.
