As I read it, you are free to make improvements (in any form whether
source, binary, distribution or derivatives) with the only restriction
being that the author is not changed. i.e. do what you like, (according
to your own definition of improvements) as long as you don't claim to
have written the entire thing yourself.

Not an ideal licence, maybe - BSD might be better by being more explicit
- but this would seem DFSG compliant - at least to me.

The second section is just a shortened version of the warranty clause in
most licences.
