Debian fixed this bug incorrectly. CLOCKS_PER_SEC is not a correct substitute for CLK_TCK. Please see:

I find it likely that many other Debian packages have introduced similar bugs, though (blindly replacing CLK_TCK with CLOCKS_PER_SEC).
