They probably do not beong in /etc in the first place but at least they should not be marked as conffiles, since dpkg do not handle non-text conffiles in a useful way: Setting up ncurses-base (5.4-8) ... Configuration file `/etc/terminfo/r/rxvt-unicode' ==> File on system created by you or by a script. ==> File also in package provided by package maintainer. What would you like to do about it ?
