ncurses-base mark the following files as conffiles:

/etc/terminfo/s/screen
/etc/terminfo/s/screen-bce
/etc/terminfo/s/screen-s
/etc/terminfo/s/screen-w
/etc/terminfo/s/sun
/etc/terminfo/v/vt100
/etc/terminfo/v/vt102
/etc/terminfo/v/vt220
/etc/terminfo/v/vt52
/etc/terminfo/w/wsvt25
/etc/terminfo/w/wsvt25m

However theses files are binaries files, not text files. They probably
do not beong in /etc in the first place but at least they should not be
marked as conffiles, since dpkg do not handle non-text conffiles in a
useful way:

Setting up ncurses-base (5.4-8) ...

Configuration file `/etc/terminfo/r/rxvt-unicode'
 ==> File on system created by you or by a script.
 ==> File also in package provided by package maintainer.
   What would you like to do about it ?  Your options are:
    Y or I  : install the package maintainer's version
    N or O  : keep your currently-installed version
      D     : show the differences between the versions
      Z     : background this process to examine the situation
 The default action is to keep your current version.

Binary files /etc/terminfo/r/rxvt-unicode and 
/etc/terminfo/r/rxvt-unicode.dpkg-new differ
