I agree. The early parts make it look like a BSD-style licence, but the license part starting with this seems non-free:- > You may not sell lcc or any product derived from it in which it is a > significant part of the value of the product. [...] lcc was mentioned on debian-legal back in August 2003 as an example of a non-free compiler in a book.
