This is due to a deliberate decision of the GNOME maintainers: gnome-menus (2.18.3-2) unstable; urgency=low [ Josselin Mouette ] * Debian.directory: don't display the Debian menu by default. It can be enabled with the menu editor. You have to use alacarte (or similar) and add it there in order to appear.
