Apparently the armel port uses linux-gnueabi (I agree this seems crazy). There are a whole lot of bugs open about this:

From reading a few of them, it seems that maybe the armel folks want you
to be checking DEB_HOST_ARCH_OS instead (which would just return "linux"), e.g. as recommended in:

Well, I tried on agricola.debian.org and I found that
agricola% dpkg-architecture -qDEB_HOST_GNU_SYSTEM
linux-gnueabi

I do not understand how this can be correct (it should be linux-gnu).
