Current version does not enforce python2.3-twisted < v2 yet when
python2.3-twisted >= v2 is installed apt-proxy breaks

"/etc/init.d/apt-proxy start" breaks silently
running /usr/sbin/apt-proxy identifies the problem correctly (ie the
program states it will not run on versions > 2)


next build of apt-proxy deb should enforce the requirment that
python2.3-twisted should be kept below v2
