You seem to be right. I also can't reproduce it on the second lenny machine (but that one does not have all of my changes in the configs the first one has).
Anyway, also on the first one I tried now to downgrade to the 1.4.11-2 packages from your FTP site and afterwards upgraded with aptitude again. It again replaced the untouched config files with the newer versions (the ones with the quotes within...). But at this time it did not replace my locally changed config files like disk-smb.cfg, http.cfg, ...
Sadly there are no logs, but I could swear during the first it happend... Anyway, if you can't reproduce it too, please close the bug. At may be really a local issue...
