It used to be there in TL2005, but now it seems it is gone. I didn't read the fontinst guide, but I guess the content of this roadmap file is just repeating in graphical form what the doc talks about, so there isn't any copyrightable creative work in this. The graphical representation, on the other hand, might be protected by IP law. I wouldn't want to judge this.
