Then, as you can see, this is not 'phpgroupware-filemanager', but
phpgroupware-0.9.16-filemanager, which is for sure an unofficial
package, thus unsupported. Hence closing this report.

I suggest that you file the bug in phpgroupware's bugtracker directly.
