I am feeling bad about that checksum check. What if the package is in
stable and upstream changes some dictionary? The package would become
useless as we can't upload to stable. Volatile may be an option.

Perhaps the downloader could check whether the file is an .tar.gz with
expected contents, instead of comparing checksums.
