Package: freeradius-common

freeradius-utils and freeradius-tools have common files with other
freeradius servers: radiusd-livingston, xtradius, yardradius.
However, only the freeradius binary package provides the
radius-server virtual package. As a consequence a file
overwrite error ocurs when one tries to install freeradius-{common,utils}
in combination with one of the other radius-server packages. See
