Correct: tying anything that messes with files of other packages to the
maintainer scripts is a violation of Debian Policy.

You may choose to disagree with Debian Policy, but personally I do not
want to debate that within this bugreport. I suggest you take that more
general discussion either at debian-devel or (if you believe it is
urgent to override Policy) at debian-release.
