Package: libbrlapi-dev

Justification: renders package unusable

libbrlapi-dev only provides /usr/include/brltty/api.h and
/usr/include/brltty/brldefs.h. While the later is usable, the former
emit a warning asking to use /usr/include/brlapi.h and tries to include
this file. However it doesn't exists.

According to the documentation it seems other include files are also
missing.
