chvt is not strictly necessary if you use uswusp, because s2ram does it's own vt switching (uswsusp should be installed by default, as it's a Recommends. That's why I'm downgrading to severity important). I tested it on my laptop and suspend works just fine without chvt (using uswusp myself). Nonetheless adding a Depends on console-tools is probably a good thing to do, because then we are on the safe side if people chose not to use uswsusp.
