dpkg-cross does not handle .changes files anymore. Any change will be a result of bug fixes in dpkg or dpkg-dev.
The old (buggy) dpkg-buildpackage diversion has been removed (v2.0.0) and will not be restored - it is almost a decade out of date. There is no justification for retaining the version of dpkg-buildpackage that was in dpkg-cross <<2.0.0. I am closing this bug as invalid. The behaviour you describe is a known bug in the dpkg-buildpackage script removed in v2.0.0. I do not intend to cause a regression of that bug.
