There is absolutely no reason to let an RC bug rot, especially if it's a trivial bug to fix. And if you broke your ability to upload the package in testing, that's your problem, really. That's not my package, that's your work as a maintainer to take care of your package in each suite it's in. For all I care, bioperl has almost no reverse dependencies, and I see no problem to remove it from testing if it's not of the required quality.
