Just to clarify, your build target doesn't have to do anything[0] (as is the case in the patch I sent). In fact, it's recommended to have an empty build target and have the binary targets depend on the proper build targets if you have multiple configurations of packages or arch and arch-indep packages being built. Also, doing that separation makes it so the buildds won't ever invoke your build-indep target and you don't need the extra checks before building the documentation. The texlive-latex-recommended Build-Depends-Indep is unnecessary since texlive already Depends on it.
