I can reproduce the test failure on maybe every 20th run. It's a low-probability error already known upstream as RT #27574. In some cases Convert::PEM::CBC->decrypt() fails to report a decryption error, and Convert::PEM->decrypt() tries to decode the resulting ASN1 stream, causing a failure with a different error message than the test suite expects.
