In my opinion yes, as I interpret this as that it's (for example) okay to ship the manual on Debian's FTP mirror network, all of which are shipping the MySQL server and client software alongside the manual. You do not need to commit such a statement to dead-tree paper, that's not needed as far as Debian is concerned. An 'authorative' statement from the copyright holder by email or via website will do. As far as I'm concerned, your statement above (the 3+4 lines) suffices -- you're saying 'We want (...)' mailing from an @mysql.com address.
