[incr Tcl] is provided by the itcl3 package. Therefore I cannot confirm a missing dependency. Also I cannot reproduce the problem here. Probably some kind of data corruption. Did you yet try to reinstall the package? I downgraded the severity of the issue, because it does not seem to affect everybody.
