Mirror is the default behavior, it is meant to give you the login window on all monitors so that you can always login with a default config even if some monitors do not work correctly. If the driver doesn't even look at board 0:12:0, it doesn't look good. Maybe you need to restore 2 devices sections with the appropriate BusID lines?
