xmmsctrl is really coupled with xmms, and I don't see the point in supporting an alternative player, since moreover audacious (the candidate replacement) already have a command line tool, audtool. So, feel free to remove xmmsctrl from debian (reassigning this bug to ftp.debian.org etc etc).
