Thanks a lot for your well-documented bug report.
Using your script I made some test:
1) I can reproduce this problem on sid (with menu 2.1.37)
2) I cannot reproduce this problem on etch (with menu 2.1.33)
3) I can reproduce this problem on sid with menu 2.1.33 (downgraded)

The issue seems due to a change in the base system (I use the etch
kernel for all tests) since using etch menu under etch work but not
under sid.

The delay is normal: update-menus wait for dpkg to finish by checking a lock
every 2 seconds. What is not normal is that update-menus never actually
run after dpkg terminate. I will do more investigation.

Technically, the severity serious cannot be correct, there is no
specific policy that is violated here. It is either grave or important.
