Although the "ignoring" messages look innocuous, they are evidently
actual errors, which I was able to work around by making
/usr/share/cli-common-policies.d/libmono-addins{,-gui}0.2-cil (which did
not previously exist at all) symlinks to /usr/lib/cli/mono-addins-0.2.
Could you please (a) fix mono-gac to be either more resilient or at
least clearly label the "ignoring" messages as errors and (b) make the
mono-addins packages internally consistent?

[I will reassign a clone of this bug to mono-addins when I learn its
number.]
