I know for a fact that pbuilder used with cowdancer resolves the virtual package properly. What build system caused this error? I suspect the bug is in that build system. Having said that (and reading libpkg-doc recommendations), I acknowledge that build-depending on the virtual package might be a sign that the libc-client library is so stable that it might make better sense to package its -dev package unversioned.
