This explanation sounds plausible. On my box the installation stalled
for half an hours until the key existed and the installation was
successful. However I'm not sure if it was the step belonging to
the cert creation:

Setting up wwwoffle (2.9a-2) ...
Checking for htdig package...
Fixing ownership of spooldirs in the background.
Starting HTTP cache proxy server: wwwoffled

<half hour wait here>

wwwoffled[12054] Warning: The WWWOFFLE root CA private key file
'certificates/root/root-key.pem' does not exist; creating it.

Paul, if this is really the point in time, when wwwoffle creates
certs it should at least inform about it.
