I can confirm, that this package should be removed. I've just been through the same packages in Ubuntu; and indeed this package has no goal anymore.
It builds libapache-mod-rpaf; but as apache1 has been removed this binary should be removed. It also builds libapache2-mod-rpaf which is superseeded in the source package name libapache2-mod-rpaf, and it is therefore safe to remove this source package. -- To UNSUBSCRIBE, email to [EMAIL PROTECTED] with a subject of "unsubscribe".
