Thanks for the clarification.

I was unaware of the release manager route, I thought they used their 
own overriding metatags, and only tech-ctte had power over the 
maintainer for the BTS tags tied explicitly to a package.

Is this documented somewhere, so that next time I can maybe prove my 
authority without your help?
