Unfortunately, this version cannot pass to testing yet because it
isn't installed on sparc architecture.

As a workaround, get 8.4.16-2 from
http://ftp.debian.org/debian/pool/main/t/tk8.4/tk8.4_8.4.16-2_i386.deb
and use until it will go to lenny.
