It relies on a symbol in another module, in this case rlm_sql.  Do you
have that module loaded?  I am a bit concerned that this is going to be
another case of symbol visibility, but I'd like to be sure.

In the mean time, I am going to change the severity of this bug to
important, since it doesn't render the package unusable, it just means
that some non-default setups don't work.  I know that's cold comfort
when you are the one using that non-default setup, but it is the correct
bug severity.
