This is still incomplete, because you depend on python, python2.3-xmpp, and
python2.3-irclib, but there is nothing in the dependencies that guarantees
that /usr/bin/python points at python2.3.  You need a versioned dependency
on python, or to depend on python-irclib and python-xmpp instead of the
versioned variants.

I believe this should all be explained in the python policy, which you may
wish to (re-)read.
